 Iraq: Why Not Three States, One Country?

It seems that the headlines indicated the Iraq government stated the nation would fall apart without our help and if we pulled out. Our Congress has no answers and yet when this type of a solution is offered it receives no play? Sadly we have to Wonder Why as my blog asks.

That nation is already divided and it will remain so, as I state within the article and it will continue to separate. It does not take a scientist to figure that out. So perhaps this article has now become even more significant? It will be interesting to follow our governments "solution".

Here it goes-

It seems that many Americans have come to the conclusion quite a while ago that the leadership in Iraq just does not want peace. Oh sure they talk about it and yes they profess it and yes many of them are professed religious leaders but they're never seems to be progress. In my opinion and especially in that part of the world, there just will never be peace between religious groups of varied views even though they are of the same professed faith.

Now the first thing that needs to be done is Conflict 101, separate the protagonists. This new surge plan is just that with one failure, we just don't have the troops to clear and hold. Why should the Iraq soldiers fight? Many run off or just don't fight. Many turn on our men and lay ambushes. Why you say? Simple, they don't want us there and they do not have the same interests as us and above all they want us gone.

So you have to give them something they are either willing to fight for or submit to in my opinion this is it.

To do this we need to create three separate states that function juts like our own. In this situation they can have all of what is required, security, a legislative body, laws, judges, and everything else associated with a normal society. But frankly as I and proposed years ago the American and Iraq people have either not heard about it, heard it and decided it won't work, or in the case of Iraq, who I sent my plan to, they are simply not interested.

Even one Senator proposed a similar plan a year or so ago and he got nowhere. So that tells you about the leadership in Iraq, it is evidently all or nothing and to the victor goes the spoil.

So just why are we they're trying to set up a democracy? Well it is a three-letter word that is very much in our interests. Yes, oil is a major player and free markets of which democracy is a critical element. But we do have to be realistic that we need a friendly power in that region because if the Shiite win they will sway with Iran and Iran swings with China. If the Sunni win they are pro Syrian and that bodes ill for us as well. As for the Kurds they want their own autonomous nation. They have factions fighting the Turks who are an alley of ours or at least we think so. So unless we solve this fast the nation will split anyway and perhaps into exactly what can be done as part of a possible peace settlement only called territories or "terrortories", to use a play on the word.

If we pull out now I think it is safe to assume we will have an all out civil war if that is not the case already? The Shiite will get help from Iran and the Sunni from other Arab nations as is happening right now. The Kurds will be left out but will most likely alley themselves with us to avoid getting crushed by Turkey on one side and the warring factions on the other. In my opinion it will only end in a split and divided nation anyway.

So the question is why not force it now? Create there separate states that function as ours do and united under a national constitution. Share the oil equally and establish a small national army and police and let the states secure themselves.

What does this accomplish.

1- It allows the varied tribes and people to govern themselves all under the umbrella of a national government.

2- It provides them protection and like the Kurds in the north who are doing well they can prosper if they want to and rid themselves of the problem makers for their own interests and not ours as they perceive now.

3-Since, the national government is incapable due to religious infiltration, they will serve ineffectually until the people can develop one that really can work.

4- Most importantly it allows the Sunni peace from the Shiite and vice versa, while the Kurds remain safe under our umbrella.

Now if they ignore this then we have only the following options.

1- We can withdraw completely in a rush and watch what happens.

2- We divide the nation in to three autonomous states and then withdraw to safe area and let the chips fall where they may or,

3- I suggest we withdraw to the northern area in support of the Kurds. Let the Arab governments and Iran secure the peace in their respective zones of influence after we divide the nation into the separate states.

We can be in a position to help when requested but no or limited combat action and preferred only in  self defense. We can insure the oil is secured by united nations forces, cough, cough and elements from Iran and the Arab states and Kurds and the monies distributed fairly to the three states only if they eliminate violence. We can then withdraw piecemeal as the situation allows.

Now frankly that is the best we can do unless someone else has something to add and please do so. It seems our government hasn't much to offer. We can continue to lose troops pursuing a peace the leadership of this new nation either does not want or can't effect. I would place the cards on the table and start the ball rolling with a fixed withdraw date for December 31, 2008.

That provides time to establish the security of our forces for pull out and to relocate them. It also allows the Iraq government to plan for the state implementation and elections and to designate troops and people migration for those who want to relocate. Now since they can't solve it themselves someone has to.

Certainly as peace comes migration to any part of the nation will be feasible as it is here in America. So as they say in Conflict 101 separate the protagonists first and then restore order. Take it or leave it but if you have a better plan speak out. Certainly, as I mentioned, our government doesn't seem to have any thoughts on the topic. Perhaps it is time We the People took charge?
